The Constitutional Club in Exeter was based in Bedford Circus, one of the wealthiest areas of the city and was closely allied to the Conservative party. Several medals like this are known to have survived from the club and it is likely they were worn to show membership of the group. Major Berite Gay left this example to RAMM in his will.
